The Founders 

Cornwall Legal Centre CIC was founded by two local lawyers, Rebecca Harrigan and Rema Ince.

In 2026, Cornwall Legal Centre CIC made the strategic decision to refocus its services to strengthen what we offer and ensure our work remains effective, ethical, and sustainable. 

Our Constitution

We are not a firm of solicitors or a regulated law firm and we are not authorised by any regulatory body or approved legal services regulator, nor do we hold ourselves out to be practising barristers.  We do not undertake reserved legal activities within the meaning of the Legal Services Act 2007, including the conduct of litigation or the exercise of rights of audience, unless we are instructed as solicitors’ agents through one of our trusted partners or have been granted an exemption.

Empowering People Through Legal Knowledge

Cornwall Legal Centre CIC exists to make the law accessible, empowering, and understandable.

We support individuals, community groups, and organisations by providing high‑quality legal education, training, and practical guidance — helping people build the confidence and knowledge they need to navigate legal issues for themselves and others.

Our focus is no longer on casework or crisis response. Instead, we work towards prevention, understanding, and empowerment.

Our Approach

For many years, Cornwall Legal Centre CIC was rooted in frontline legal casework. While this work remains deeply important, we are now intentionally refocusing our services towards education and capacity‑building.

We believe the most sustainable way to improve access to justice is to equip people with the legal knowledge they need to navigate the system confidently, rather than relying solely on one‑to‑one intervention.

By teaching vital legal principles in clear, practical ways, we help:

  • individuals advocate for themselves
  • organisations support their clients more effectively
  • communities reduce legal crises before they escalate


What We Do Now

Legal Training & Education

We design and deliver training that is:

  • practical and jargon‑free
  • grounded in real‑world experience
  • tailored to individuals, charities, community groups, and professionals

Training can be delivered 1‑2‑1 or in group sessions, in writing, online, or in person.
We love coming to your workplaces to understand how you work.

Empowerment & Capacity Building

Our work focuses on:

  • increasing legal confidence
  • improving decision‑making
  • reducing fear and confusion around legal processes

We aim to leave people stronger, more informed, and more independent.

Organisational Support

We support organisations by helping staff and volunteers:

  • understand key legal frameworks
  • recognise legal risk and responsibility
  • respond appropriately and ethically
